Reused Teatime Teasers

When I was playing along to today's show, I vaguely remember having seen the second Teatime Teaser before. I looked it up, and sure enough, it was used in Series 60 (same scramble, same clue, everything). I think some of the other recent Teasers have been dug up from the past, too.
Are there any explanations?

I think the only explanation that is necessary is that you are quite possibly the only person to have noticed this, so it's probably not been deemed that important to vet them all over beforehand.

OVERCAST (Cloudy, with too many actors) has been used at least twice.
