I'm not dead yet. In a rut right now because of stress from work. I'll be back later in S89. I also plan to bring back the Mastergram - if I can find a way to run a timer or clock through pure MediaWiki without having to upload to Vimeo every time.

I've found the file on my computer where I put my workings-out on this. Luckily I'm very bad at clearing out old stuff.
First, solve the conundrums.
Each three-digit group represents a letter in the grid of solved conundrums. The first two digits are the row and column of the word to look at, and the third digit is which letter in the conundrum solution to take. For example, 211 means look at the word in the second row of the first column, solve that conundrum (in this case FOREIGNER) and take the first letter of the solution (in this case F).
Do that for all the three-digit groups, and the nine-letter rows give you another nine conundrums to solve. Solve them.
Then the last line represents nine more letters. The symbol represents which conundrum you need to look at, and the number tells you which letter of the solution you want. So %6 means to look at the conundrum with % before it (which turns out to be REALHUNQI, or HARLEQUIN) and take the sixth letter, Q.
Following this procedure, %6 ?5 !9 ~3 +8 #5 \9 &4 @3 is QUERTYRAP. Solve that and you get PARQUETRY, which is the overall solution.
