Being sober about it, I think it's just one of many near-ubiquitous forms of rudeness which is more common where a power differential exists, and that medicine is one of several areas where there's a non-zero risk of it having quite serious consequences. So I suspect doctors do generally have worse handwriting than pharmacists or medical secretaries, but not necessarily worse than magistrates.
