I've always found that if I get jeans or whatever in my actual waist size, though, they're too tight in the legs (I know that's been variously fashionable over the years, but I just find it uncomfortable). So I've always got a size above and worn a belt.

I've almost never lost weight, although my weight is very stable, and even if I wear jeans that are too small for me, I still need a belt as they just end up constantly sagging in the arse area otherwise. Maybe this is a legacy of the trend for extremely saggy arses in jeans last decade.

As for jeans in my waist size being too small in the leg, that's a problem I have sometimes as a cyclist, but boot-cut or flared jeans when availble usually sort this. The current trend for drainpipe-like legging kex at the moment increases such issues though.
