Stephen could have gotten the numbers exactly if he'd took the two off - which would have meant winning by 1 point:

5*25 = 125
125 + 6 - 2 = 129
129*5 = 645
645+9 = 654

I went for (25 - 5) x 5 = 100 + 9 = 109 x 6 = 654
